This is SEVEN OF NINE, part of the STAR TREK series of 4.5" action figures released by Playmates Toys in 1999. This version of SEVEN OF NINE features her plum colored uniform, and she comes with a borg scanner and Starfleet display base. This item is new and has never been opened or played with, but the tape on the top part of the box has been broken (please see photo above). The figure has never been removed however.
